A Steam update is delivered through the normal game channel and comes with official notes, while an external archive or patch comes from a separate party. That is evidence of community interest and a possible fan-made translation, not proof of official language support. Trainers are not proof of mod support

Current recommendation
Treat Kingdoms of the Dump as a game without verified official mod support.
